*The date of the incident: 19.09.2012
On the morning of Wednesday 19.09.2012, the people of Al Arb’een neighbourhood in the city of Hama were awakened with intense shelling of tanks and armoured vehicles – all stationed at Alvilat roundabout, in the northern area of the city of Hama. The shelling was followed by the storming of dozens of tanks, armoured vehicles and troop carries. They began to randomly open fire in a violent manner. Machine guns, with a calibre of 15.5 were used to spread terror and fear. Tanks went on to surrounding and blockading the neighbourhood, in which they blocked all accesses – prohibiting anyone from entering or exiting the neighbourhood, whilst all forms of communications were also cut.
However, Al Arb’een was viciously targeted with a number of mortars shells by Assad forces. The intense shelling continued for several more hours which resulted to deaths and injuries. Assad forces launched raids and arrests, arresting young men of the neighbourhood, and then executing 7 of them. They continued to do what is worse; the essence of human life in the 21st century is blatantly being abused – all these crimes are being committed against the Syrian people before the eyes of civil societies and human organisations in all parts of the world. Assad forces grouped bodies in a house, where they set fire to the house, whilst people’s bodies were inside.
We, the Syrian Network for Human Rights, find it necessary to point to something very important, as it is repeated constantly throughout the cities, towns and villages of Syria and brings disgrace and shame on the largest human rights organisations worldwide; Syrian Red Crescent crews in the city of Hama made their way to the neighbourhood to retrieve and treat injured civilians. However, Assad forces responded with live ammunition which resulted to their retreat. This is the reason why Assad forces were able to wound many, as well as kill many others.
The outcome of the incident
*26 civilians were killed; they consist of one woman, 4 unidentified bodies and 7 civilians who were killed, then their bodies were burnt.

*More than 7 women of the neighbourhood have been arrested.
The team has been able to document the deaths and get hold of videos and pictures. This was done after a field visit and contact with activists and residents of the area.

We, The Syrian Network of Human rights, seek to protect and defend human rights. We explicitly condemn this horrific massacre which is openly classified as a crime against Human Rights, along with the remaining massacres against the Syrian people – all of which have been committed by Assad forces. We hold the Syrian regime, the Commander in Chief of the Armed forces full and direct responsibility of the massacre. In addition to this, we also hold Russia, Iran and Hizbullah direct responsibility of the killing as they continue to provide the Syrian regime with weapons and money. We call for the United Nations and Security Council to take immediate action and speed to protect the Syrian people and to live up to their responsibilities. We urge them to accelerate their steps in referring all those involved in this massacre to the International Criminal Court.
