It is   worth mentioning that Syrian authorities have not allowed SNHR members   to verify the names of the victims declared by the Syrian authorities as   SNHR members have no relations whatsoever with the Syrian authorities,   security apparatus and media outlets responsible for the figures and   information released by the Syrian authorities and which cannot be   verified at the moment.<\/p>\n<p><strong>All this data is available in the attached file in the link hereinabove. Victims of governorates are as follows:<\/strong><\/p>\n<p><strong>Homs: 5144<\/strong><\/p>\n<p><strong>Idleb: 2245<\/strong><\/p>\n<p><strong>Hama: 1942<\/strong><\/p>\n<p><strong>Daraa: 1446<\/strong><\/p>\n<p><strong>Rural Damascus: 1086<\/strong><\/p>\n<p><strong>Deir Ezzor: 558<\/strong><\/p>\n<p><strong>Damascus: 495<\/strong><\/p>\n<p><strong>Aleppo: 479<\/strong><\/p>\n<p><strong>Latakia: 325<\/strong><\/p>\n<p><strong>Al-Hasaka: 103<\/strong><\/p>\n<p><strong>Tartous: 70<\/strong><\/p>\n<p><strong>Raqqa: 59<\/strong><\/p>\n<p><strong>Qunaitera: 50<\/strong><\/p>\n<p><strong>Swuaida: 14<\/strong><\/p>\n<p>In addition to many foreign nationals who were on the Syrian lands,   most of whom are Palestinians. They also include foreign and Arab   journalists: 77<\/p>\n<p>Please be advised to look at the attached file which is a   comprehensive report of all the recorded civilian and military   casualties including all the details available for each. The report at   the first pages features diagrams plotting the distribution of   casualties on Syrian governorates.<\/p>\n<p>The Syrian Network for Human Rights (SNHR) and Damascus Centre for   Human Rights Studies (DCHRS) hold Bashar al-Assad, the Syrian head of   the state and the commander in chief of the Syrian army, accountable for   all acts of homicide, torture and massacres perpetrated in Syria as he   holds the primary responsibility for issuing the orders for those acts.   All members of the Syrian regime and heads of security and military   apparatus are considered directly complicit in those acts as well. SNHR   and DCHRS demand the UN Security Council, the UN and UN member States to   act with precipitation and take all necessary measures to protect the   civilians in Syria by sincerely undertaking their moral and legal   responsibilities.
