{"id":335,"date":"2011-08-24T00:00:00","date_gmt":"2011-08-24T00:00:00","guid":{"rendered":""},"modified":"-0001-11-30T00:00:00","modified_gmt":"-0001-11-30T00:00:00","slug":"","status":"publish","type":"post","link":"https:\/\/dchrs.org\/?p=335","title":{"rendered":"Syrian Attacks Show Blatant Disregard for Security Council Call"},"content":{"rendered":"<p class=\"MsoNormal\">\n<strong>For Immediate Release<br \/>\nSyria: UN Team Should Insist on Protection of Protesters<br \/>\nSyrian Attacks Show Blatant Disregard for Security Council Call<\/strong>\n<\/p>\n<p class=\"MsoNormal\">\n&nbsp;(New York, August 24, 2011) &ndash; The UN humanitarian<br \/>\nassessment mission in <a href=\"http:\/\/www.hrw.org\/middle-eastn-africa\/syria\" target=\"_blank\">Syria<\/a> should demand guarantees from the government that<br \/>\nsecurity forces will fully respect the right to peaceful assembly in areas the<br \/>\nUN team visits, Human Rights Watch said today.\n<\/p>\n<p class=\"MsoNormal\">&nbsp;<\/p>\n<p class=\"MsoNormal\">\nShortly after the UN mission left the area on August 21,<br \/>\n2011, security forces opened fire on protesters gathered near the Clock Tower<br \/>\nSquare in Homs. The protesters had gathered as the UN convoy drove by to draw<br \/>\nattention to their plight by carrying banners that read &ldquo;SOS&rdquo; and &ldquo;We will<br \/>\nnever stop until we get our freedom.&rdquo; Witnesses told Human Rights Watch that<br \/>\nsecurity forces killed three peaceful protesters gathered near the square, and<br \/>\na fourth succumbed to his wounds shortly thereafter. A witness who visited some<br \/>\nnearby private hospitals told Human Rights Watch that he knew of six wounded taken<br \/>\nto al-Barr Hospital, four to Bab Sba` hospital, and one to `Ummali hospital.\n<\/p>\n<p class=\"MsoNormal\">&nbsp;<\/p>\n<p class=\"MsoNormal\">\n&ldquo;Syria has demonstrated with gunfire and bloodshed that its<br \/>\npromise to allow the UN to conduct a humanitarian mission without hindrance is<\/p>\n<p>hollow,&rdquo; said <a href=\"http:\/\/www.hrw.org\/bios\/sarah-leah-whitson\" target=\"_blank\">Sarah Leah Whitson<\/a>, Middle East director at Human Rights<br \/>\nWatch. &ldquo;The UN needs to get cast-iron guarantees that this will not happen<br \/>\nagain.&rdquo;\n<\/p>\n<p class=\"MsoNormal\">&nbsp;<\/p>\n<p class=\"MsoNormal\">\nA Homs witness told Human Rights Watch that the security<br \/>\nforces were 25 meters away from the protesters when they opened fire, both in<br \/>\nthe air and at the protesters. &ldquo;I saw a protester die a few meters away,&rdquo; he<br \/>\nsaid. &ldquo;Blood was gushing from his head. I think he died on the spot.&rdquo;\n<\/p>\n<p class=\"MsoNormal\">&nbsp;<\/p>\n<p class=\"MsoNormal\">\nSyria allowed the UN team to visit some centers of the<br \/>\nprotests and repression to assess humanitarian needs, and had promised<br \/>\nunhindered access. Anti-government activists had expressed concern to Human<br \/>\nRights Watch that the authorities would only take the UN team to pro-government<br \/>\nareas.\n<\/p>\n<p class=\"MsoNormal\">&nbsp;<\/p>\n<p class=\"MsoNormal\">\n&ldquo;We learned that the UN team was coming to our city,&rdquo; a<br \/>\nHoms-based activist told Human Rights Watch, &ldquo;so we organized a protest to tell<br \/>\nthem to visit our neighborhoods and not those that the government picks.&rdquo;\n<\/p>\n<p class=\"MsoNormal\">&nbsp;<\/p>\n<p class=\"MsoNormal\">\nA UN spokesman, Farhan Haq, told reporters in New York that<br \/>\n&ldquo;a protest situation developed&rdquo; in Homs during the team&rsquo;s visit &ldquo;and the<br \/>\nmission was advised to leave for security reasons.&rdquo; He added that, &ldquo;The mission<br \/>\ndid not come under fire.&rdquo;\n<\/p>\n<p class=\"MsoNormal\">&nbsp;<\/p>\n<p class=\"MsoNormal\">\nOne protester told Human Rights Watch, &ldquo;After they left, the<br \/>\nsecurity forces opened fire on us.&rdquo;\n<\/p>\n<p class=\"MsoNormal\">&nbsp;<\/p>\n<p class=\"MsoNormal\">\nAnother activist based in Rastan, a town near Homs that<br \/>\nsuffered heavy fighting during the past few weeks, expressed disappointment<br \/>\nthat the UN team would not be visiting that site.\n<\/p>\n<p class=\"MsoNormal\">&nbsp;<\/p>\n<p class=\"MsoNormal\">\n&ldquo;The UN should insist that Syrian authorities allow it<br \/>\nunhindered and independent access to the protest areas,&rdquo; Whitson said.<br \/>\n&ldquo;Otherwise the mission risks being perceived as a government-sponsored guided<br \/>\ntour.&rdquo;\n<\/p>\n<p class=\"MsoNormal\">&nbsp;<\/p>\n<p class=\"MsoNormal\">\nLocal activists posted multiple videos on YouTube apparently<br \/>\nshowing some of the day&rsquo;s events. A Homs resident who reviewed the footage with<br \/>\nHuman Rights Watch confirmed that the footage was from Homs. In one <a href=\"http:\/\/www.youtube.com\/watch?v=j9ZSU1A9l7o\" target=\"_blank\">video clip<\/a><\/p>\n<p class=\"MsoNormal\">&nbsp;<iframe loading=\"lazy\" width=\"420\" height=\"345\" src=\"http:\/\/www.youtube.com\/embed\/j9ZSU1A9l7o\" frameborder=\"0\" allowfullscreen><\/iframe><\/p>\n<p class=\"MsoNormal\">,<br \/>\n  a group of peaceful protesters, including a man in a bright turquoise shirt are<br \/>\n  walking toward the clock tower, where a group of security forces are standing.<br \/>\n  When the protesters are about 20 meters away from the security forces, gunfire<br \/>\n  is heard and the man in the turquoise shirt is seen being pulled away by other<br \/>\n  marchers with what appears to be a wound to the head.\n<\/p>\n<p class=\"MsoNormal\">&nbsp;<\/p>\n<p class=\"MsoNormal\">\nIn other <a href=\"http:\/\/www.youtube.com\/watch?v=_KBXZZiRmbQ\" target=\"_blank\">footage<\/a><\/p>\n<p class=\"MsoNormal\">&nbsp;<iframe loading=\"lazy\" width=\"420\" height=\"345\" src=\"http:\/\/www.youtube.com\/embed\/_KBXZZiRmbQ\" frameborder=\"0\" allowfullscreen><\/iframe><\/p>\n<p class=\"MsoNormal\"> protesters on a side street near the clock tower<br \/>\n  are heard chanting anti-government slogans when suddenly the sound of gunfire<br \/>\n  erupts, and protesters are seen pulling away two wounded protesters. None of<br \/>\n  the protesters in the footage are carrying any weapons, and there is no<br \/>\n  evidence that they presented any threat to security forces.\n<\/p>\n<p class=\"MsoNormal\">&nbsp;<\/p>\n<p class=\"MsoNormal\">\n&ldquo;Just last week, President al-Assad was telling the UN<br \/>\nSecretary-General that policing operations had stopped, and now Syrian forces<br \/>\nare firing on protesters practically under the UN&rsquo;s nose,&rdquo; Whitson said. &ldquo;The<br \/>\nSecurity Council should need no further evidence that stronger steps need to be<br \/>\ntaken to convince Syrian authorities to change their course.&rdquo;\n<\/p>\n<p class=\"MsoNormal\">&nbsp;<\/p>\n<p class=\"MsoNormal\">\nIn Geneva, the UN Human Rights Council today authorized the<br \/>\ncreation of a Commission of Inquiry to investigate violations of human rights<br \/>\nsince March 2011. The Security Council should put its weight behind that<br \/>\ninitiative, and insist that Syria cooperate with the commission, which will be<br \/>\nappointed by the president of the Human Rights Council. Human Rights Watch has<br \/>\nalso called upon the UN Security Council to impose an arms embargo and targeted<br \/>\nsanctions and travel bans against Syrian officials responsible for ongoing<br \/>\ngrave human rights abuses.\n<\/p>\n<p class=\"MsoNormal\">&nbsp;<\/p>\n<p class=\"MsoNormal\">\nProtests erupted in other parts of Homs following the<br \/>\nshootings near the clock tower. Residents reached by Skype reported that<br \/>\nprotests took place in Bab Sba`, Bab Dreeb, and al-Meedan neighborhoods and<br \/>\nthat security forces redeployed armored vehicles around much of the city after<br \/>\nhaving withdrawn them ahead of the UN visit.\n<\/p>\n<p class=\"MsoNormal\">&nbsp;<\/p>\n<p class=\"MsoNormal\">\nLater that evening, witnesses told Human Rights Watch,<br \/>\nsecurity forces and pro-government armed groups, referred to locally as <em>shabeeha<\/em>,<br \/>\ndispersed groups of residents who had begun a protest when they left mosques<br \/>\nafter the <em>taraweeh<\/em>, an evening prayer performed during Ramadan. In<br \/>\nal-Wa`er neighborhood, a local resident said that <em>shabeeha<\/em> and security<br \/>\nforces opened fire on people gathered there, killing Ala` Abu al-Laban and his<br \/>\ntwo-year old son, Majd.\n<\/p>\n<p class=\"MsoNormal\">&nbsp;<\/p>\n<p class=\"MsoNormal\">\nAnother resident, who attended prayers at the al-Arabiss<br \/>\nmosque, near Jouret al-Shiyah, told Human Rights Watch, &ldquo;We were leaving the<br \/>\nmosque after <em>taraweeh<\/em> prayer when three buses of the security forces<br \/>\narrived. I couldn&rsquo;t see what type of security forces. They threw two sound<br \/>\nbombs and people dispersed.
