This<br \/>\nis an important initiative of the IBSA countries with the potential to help end<br \/>\nthe human rights violations against civilians in Syria. Our organizations and<br \/>\nmore than 412,000 members of Avaaz, the on-line campaign network, who signed a<br \/>\npetition on Syria, are looking to IBSA to send a human rights delegation to<br \/>\nSyria immediately to press for an end to the mounting toll of human rights<br \/>\nabuses, including deaths, disappearances, torture and unlawful detention. We<br \/>\nhope this delegation will fulfill the hopes of these citizens across the world.<\/p>\n<p>The delegation comes at a critical time. Over 130 people are reported to have<br \/>\nbeen killed across Syria since last Friday, 29 July 2011, bringing the total number<br \/>\nof reported fatalities since mass protests began in mid-March to over 1,600<br \/>\npeople. &nbsp;Many of them are reported to be protesters and local residents<br \/>\nshot by live ammunition from the security forces and the army. &nbsp; <\/p>\n<p>Thousands of others have been arrested in the wake of protests, with many being<br \/>\nheld incommunicado at unknown locations in conditions that amount to enforced<br \/>\ndisappearances and many reported to have been tortured or otherwise ill-treated<br \/>\nin custody, in some cases resulting in death. There is growing evidence that<br \/>\ncrimes committed amount to crimes against humanity as they appear to be part of<br \/>\na widespread, as well as systematic, attack against the civilian population. <\/p>\n<p>We believe it is essential, now the Security Council has finally spoken, that<br \/>\nthe delegation amplifies the message of the Council&rsquo;s Presidential Statement of<br \/>\nAugust 3. Following on that statement, your discussions should of course center<br \/>\non urging the Syrian authorities to uphold their responsibility to protect and<br \/>\nimmediately cease the use of systematic violence against civilians. &nbsp;In<br \/>\nparticular, you should call on Syria to end the use of lethal violence and<br \/>\nother excessive force against peaceful protestors, and respect all human rights<br \/>\nand fundamental freedoms, including freedom of expression and freedom of<br \/>\nassembly. <br \/>\n&nbsp; <br \/>\nWe also ask that you prioritize access to Syria by the Office of the High<br \/>\nCommissioner for Human Rights (OHCHR) mission. The Security Council statement<br \/>\nexplicitly called on Syria to &ldquo;cooperate fully with the Office of the High<br \/>\nCommissioner for Human Rights.&rdquo; An independent investigation by OHCHR, as<br \/>\nmandated by the United Nations Human Rights Council, would constitute a crucial<br \/>\nstep in deterring crimes against humanity and establishing accountability for<br \/>\nthe violations committed by all parties in Syria. The government of Syria,<br \/>\nhowever, has undermined the investigation by refusing the mission access to the<br \/>\ncountry. We hope that you will urge the Syrian authorities to cooperate fully<br \/>\nwith the OHCHR mission and provide it immediate and unfettered access,<br \/>\nespecially to places of detention. It is also vital that you stress the<br \/>\nimportance of access for humanitarian missions, foreign journalists and<br \/>\nindependent human rights groups. <\/p>\n<p>In addition, we hope that you will give high priority during your mission to<br \/>\nseeking the release of political prisoners. Ending attacks on peaceful<br \/>\nprotesters and the release of political prisoners are necessary conditions for<br \/>\nSyria&rsquo;s protesters to regain trust and enable a real dialogue in Syria between<br \/>\nthe authorities and protesters.
