\nsubsequent release of Mr. Rami Mohamed Dalati<\/span><\/span><\/a><\/span><\/span><\/a>‏<\/span><\/span><\/strong>\n<\/p>\n

\nThe Observatory for the Protection of
\nHuman Rights Defenders, a joint programme of the International Federation for
\nHuman Rights (FIDH) and the World Organisation Against Torture (OMCT), requests
\nyour urgent intervention in the following situation in Syria<\/strong>.<\/span><\/span>\n<\/p>\n

\nDescription of the situation: <\/span><\/strong><\/span>\n<\/p>\n

\nThe Observatory has been informed by
\nreliable sources about the arbitrary arrest, the 12-day incommunicado detention
\nand the subsequent release of Mr. Rami Mohamed Dalati<\/strong>, a social activist
\nwho monitored and documented recent human rights violations in Syria, such as
\narbitrary detentions and acts of torture. <\/span><\/span>\n<\/p>\n

\nAccording to the information received, on
\nJuly 7, 2011, Mr. Dalati was arbitrarily arrested by members of the Security
\nForces in Homs, at a security checkpoint. Mr. Dalati was then detained in an
\nunknown location and deprived of contact with his family and lawyer until his
\nrelease on July 19, 2011. During his detention, no information was given by the
\nauthorities neither about his whereabouts nor about the existence of possible
\ncharges against him. <\/span><\/span>\n<\/p>\n

\nThe Observatory was subsequently informed
\nthat Mr. Dalati had been detained at the Central Prison of Homs. No charges
\nwere held against him and the latter was never brought before courts. <\/span><\/span>\n<\/p>\n

\nThe Observatory points out that at the end
\nof May 2011, members of the Security Forces had searched Mr. Dalati’s house as
\nwell as his offices <\/strong>and had confiscated both his personal and
\nprofessional computer, along with personal documents.<\/span><\/span>\n<\/p>\n

\nThe Observatory strongly condemns the
\narbitrary arrest and incommunicado detention of Mr. Dalati, and condemns the
\nsearch of his home and offices, as these measures seem to merely aim at
\npreventing him from reporting on human rights violations committed in Syria in
\nthe context of the current crackdown on the protest movement.<\/span><\/span>\n<\/p>\n

\nActions requested:<\/span><\/strong><\/span>\n<\/p>\n

\nPlease write to the Syrian authorities,
\nurging them to: <\/span><\/span>\n<\/p>\n

\ni. Guarantee in all circumstances the
\nphysical and psychological integrity of Mr. Rami Mohamed Dalati;<\/span><\/span>\n<\/p>\n

\nii. Put an end to any kind of harassment
\nagainst Mr. Rami Mohamed Dalati as well as against all human rights defenders,
\nincluding individuals monitoring and reporting on human rights violations in
\nthe context of the current crackdown on the protest movement;<\/span><\/span>\n<\/p>\n

\niii. Conform with the provisions of the UN
\nDeclaration on Human Rights Defenders, adopted by the General Assembly of the
\nUnited Nations on December 9, 1998, especially: <\/span><\/span>\n<\/p>\n

\n– its Article 1, which states that
\n“everyone has the right, individually and in association with others, to
\npromote and to strive for the protection and realization of human rights and
\nfundamental freedoms at the national and international levels”, <\/span><\/span>\n<\/p>\n

\n– its Article 6 (b) and (c), which states
\nthat “Everyone has the right, individually and in association with others […]
\nas provided for in human rights and other applicable international instruments,
\nfreely to publish, impart or disseminate to others views, information and
\nknowledge on all human rights and fundamental freedoms and […] to study,
\ndiscuss, form and hold opinions on the observance, both in law and in practice,
\nof all human rights and fundamental freedoms and, through these and other
\nappropriate means, to draw public attention to those matters”.<\/span><\/span>\n<\/p>\n

\n– and its Article 12.2, which provides
\nthat “the State shall take all necessary measures to ensure the protection by
\nthe competent authorities of everyone, individually and in association with
\nothers, against any violence, threats, retaliation, de facto or de jure adverse
\ndiscrimination, pressure or any other arbitrary action as a consequence of his
\nor her legitimate exercise of the rights referred to in the present
\nDeclaration”;<\/span><\/span>\n<\/p>\n

\niv.Ensure in all circumstances respect for
\nhuman rights and fundamental freedoms in accordance with international human
\nrights standards and international instruments ratified by the Syrian Arab
\nRepublic. <\/span><\/span>\n<\/p>\n
