\nthe freedom of movement imposed on Mr. Danial Saoud<\/a><\/span><\/p>\n

\nThe
\nObservatory for the Protection of Human Rights Defenders, a joint programme of
\nthe International Federation for Human Rights (FIDH) and the World Organisation
\nAgainst Torture (OMCT), requests your urgent intervention in the following
\nsituation in Syria<\/strong>.<\/span>\n<\/p>\n

\nDescription
\nof the situation: <\/span><\/strong>\n<\/p>\n

\nThe
\nObservatory has been informed by reliable sources about the obstacle to the
\nfreedom of movement imposed on Mr. Danial Saoud<\/strong>, President of the
\nCommittees for the Defence of Democratic Freedoms and Human Rights (CDF). <\/p>\n

According to the information received, Mr. Danial Saoud was prevented from
\nleaving Syria and travelling to Cairo, Egypt, where he was invited to
\nparticipate in an ordinary meeting of the Executive Committee of the
\nEuro-Mediterranean Human Rights Network (EMHRN), organised from June 24 to 26,
\n2011. No motive justifying this travel ban was given to him by the
\nauthorities.  <\/span>\n<\/p>\n

\nThe
\nObservatory recalls that in June 2009, Mr. Saoud was previously prevented from
\nleaving Syria and travelling to Geneva, Switzerland, where he was supposed to
\ntake part in the Seminar organised by OMCT on how to address the economic,
\nsocial and cultural root causes of violence through the UN Special Procedures
\nSystem<\/a>[1]. <\/span>\n<\/p>\n

\nThe
\nObservatory firmly condemns this restrictive measure imposed on Mr. Danial
\nSaoud which merely seems at hindering his human rights activities and muzzling
\nthe freedom of expression.<\/span>\n<\/p>\n

\nThe Observatory considers travel bans as an additional tool to silence Syrian human
\nrights defenders preventing them from addressing regional and international
\nfora about human rights violations committed in Syria, particularly in light of
\nthe current violent repression of peaceful protests in the country. The
\nObservatory <\/span>calls upon the Syrian authorities to put an end to the acts
\nof harassment against Mr. Danial Saoud, and more generally against all human
\nrights defenders in the
\ncountry.<\/span>\n<\/p>\n

\nActions
\nrequested:<\/span><\/strong> <\/span>\n<\/p>\n

\nPlease
\nwrite to the Syrian authorities, urging them to: <\/span>\n<\/p>\n

\ni.
\nGuarantee in all circumstances the physical and psychological integrity of Mr.
\nDanial Saoud<\/span>, as well as of all human rights defenders in Syria;<\/span>\n<\/p>\n

\nii. Put an
\nend to any obstacle to his freedom of movement as well as of all human rights
\ndefenders in Syria, and ensure in all circumstances that Syrian human rights
\ndefenders are able to carry out their work without unjustified hindrances; <\/span>\n<\/p>\n

\niii. Comply
\nwith all the provisions of the United Nations Declaration on Human Rights
\nDefenders, in particular with its Article 1, which provides that “everyone has
\nthe right, individually and in association with others, to promote and to
\nstrive for the protection and realization of human rights and fundamental
\nfreedoms at the national and international levels”, its Article 5 (c), which
\nstates that “for the purpose of promoting and protecting human rights and
\nfundamental freedoms, everyone has the right, individually and in association
\nwith others, at national and international levels (…) to communicate with
\nnon-governmental or intergovernmental organizations”, its Article 6 (b)
\nregarding the right “to freely publish, impart or disseminate to others views,
\ninformation and knowledge on all human rights and fundamental freedoms”, as
\nwell as with Article 12.2 “the State shall take all necessary measures to
\nensure the protection by the competent authorities of everyone, individually
\nand in association with others, against any violence, threats, retaliation, de
\nfacto or de jure adverse discrimination, pressure or any other arbitrary action
\nas a consequence of his or her legitimate exercise of the rights referred to in
\nthe present Declaration”; <\/span>\n<\/p>\n

\niii. Ensure
\nin all circumstances respect for human rights and fundamental freedoms in
\naccordance with international human rights standards and international
\ninstruments ratified by the Syrian Arab Republic. <\/span>\n<\/p>\n
