Osama Nassar, Mutaz Mourad, Mohammad Alammar and Anas Al-Shughri<\/strong><span><\/span><span><\/span><\/a><strong><span style=\"font-family: 'Arial','sans-serif'\"><a href=\"File\/Statements\/2011\/06-20-2011ArbitrarydetentionandjudicialharassmentofFourActivists.pdf\"><span><\/span><span><\/span><\/a>&rlm;<\/span><span><\/span><span><\/span><span><span><\/span><span><\/span> <\/span><\/strong>\n<\/p>\n<p class=\"MsoNormal\">\nJune 20, 2011\n<\/p>\n<p class=\"MsoNormal\">\nThe Observatory for the Protection of Human Rights<br \/>\nDefenders, a joint programme of the International Federation for Human Rights<br \/>\n(FIDH) and the World Organisation Against Torture (OMCT), requests your urgent<br \/>\nintervention in the following situation in Syria.\n<\/p>\n<p class=\"MsoNormal\">\nDescription of the situation:\n<\/p>\n<p class=\"MsoNormal\">\nThe Observatory has been informed by reliable sources about<br \/>\nthe arbitrary detention and judicial harassment of Messrs. Osama Nassar, Mutaz<br \/>\nMourad, Mohammad Alammar and Anas Al-Shughri, four community-level social<br \/>\nactivists involved in activities promoting non violence, democratic reforms,<br \/>\nthe lift of the state of emergency, the right to freedom of peaceful assembly,<br \/>\nnational reconciliation, the release of prisoners of conscience and the fight<br \/>\nagainst corruption. During the past months, they have monitored and alerted on<br \/>\nhuman rights violations committed during the repression of the peaceful protest<br \/>\nmovement.\n<\/p>\n<p class=\"MsoNormal\">\nAccording to the information received, on May 1, 2011, Mr.<br \/>\nOsama Nassar was arrested in Darya by a group of armed security forces who<br \/>\nentered his house without any warrant in the middle of the night. To date, he<br \/>\nremains detained without charge by the Darya State security branch. He has not<br \/>\nbeen allowed any visits by his family and lawyer so far[1].\n<\/p>\n<p class=\"MsoNormal\">\nOn the same day, Mr. Moutaz Mourad was arrested in the city<br \/>\nof Darya. He was taken to a detention centre operated by the secret branch of<br \/>\nthe Syrian Air Force, where he is still detained to date, without access to his<br \/>\nfamily and lawyer nor any information on the existence of charges held against<br \/>\nhim.\n<\/p>\n<p class=\"MsoNormal\">\nOn May 3, 2011, Mr. Mouhammad Alammar was arrested by the<br \/>\npolitical security branch and his whereabouts remained unknown until May 11,<br \/>\n2011, when his family was informed that Mr. Alammar was detained in the Adra<br \/>\nprison, in Damascus, where he remains detained to date, on charges of &ldquo;damaging<br \/>\nthe prestige of the State&rdquo;, &ldquo;weakening national sentiment or incite racial or<br \/>\nsectarian strife made during times of war or in anticipation of war&rdquo;,<br \/>\n&ldquo;spreading news that might weaken the moral of the nation&rdquo; and &ldquo;holding secret<br \/>\nunauthorised activities and meetings&rdquo;. His trial is scheduled to begin on June<br \/>\n29, 2011.\n<\/p>\n<p class=\"MsoNormal\">\nFinally, on May 15, 2011, Mr. Anas Al-Shughri was arrested<br \/>\nby security forces near Banyas. No information has been given since then about<br \/>\nhis whereabouts and the existence of charges against him.\n<\/p>\n<p class=\"MsoNormal\">\nThe Observatory strongly condemns the arbitrary detention of<br \/>\nMessrs. Osama Nassar, Mutaz Mourad, Mohammad Alammar and Anas Al-Shughri, which<br \/>\nseem to merely aim at sanctioning their human rights activities, and fears for<br \/>\ntheir physical and psychological integrity amid the current general crackdown<br \/>\nagainst peaceful protesters by army and security forces in Syria since March<br \/>\n16, 2011.\n<\/p>\n<p class=\"MsoNormal\">\nActions requested:\n<\/p>\n<p class=\"MsoNormal\">\nPlease write to the Syrian authorities, urging them to:\n<\/p>\n<p class=\"MsoNormal\">\ni. Guarantee in all circumstances the physical and<br \/>\npsychological integrity of Messrs. Osama Nassar, Mutaz Mourad, Mohammad Alammar<br \/>\nand Anas Al-Shughri;\n<\/p>\n<p class=\"MsoNormal\">\nii. Disclose the whereabouts of Mr. Anas Al-Shughri;\n<\/p>\n<p class=\"MsoNormal\">\niii. Ensure the immediate and unconditionally release of<br \/>\nMessrs. Osama Nassar, Mutaz Mourad, Mohammad Alammar, and Anas Al-Shughri since<br \/>\ntheir detention is arbitrary and only aims at sanctioning their human rights<br \/>\nactivities;\n<\/p>\n<p class=\"MsoNormal\">\niv. Put an end to any act of harassment, including at the<br \/>\njudicial level, against Messrs. Osama Nassar, Mutaz Mourad, Mohammad Alammar,<br \/>\nand Anas Al-Shughri and more generally against all human rights defenders in<br \/>\nSyria;\n<\/p>\n<p class=\"MsoNormal\">\nv.
