The humanitarian situation is<br \/>\ndeteriorating, as Syrian authorities further isolate the population by<br \/>\nregularly interrupting communications networks. Electricity and water supplies<br \/>\nhave been interrupted in some cities around Idleb, among other towns in Syria.<br \/>\nMore than 8000 Syrians have already fled Syria to find refuge in Turkey, and<\/p>\n<p>many more are waiting on the Turkish border to escape the violent repression<br \/>\nand collective punishment inflicted by the Syrian authorities.<\/span>\n<\/p>\n<p class=\"MsoNormal\">\n<span>On June 3, 2011,<br \/>\nthe city of Jisr al-Shoghour answered the call issued by inhabitants of Hama to<br \/>\ndemonstrate, and thousands of Syrians took to the streets. Over 150 military<br \/>\ntanks and 1000 soldiers positioned themselves around the city. Fifteen<br \/>\nhelicopters accompanied the ground troops to execute a military operation.<br \/>\nFollowing the raid, dozens of demonstrators were allegedly killed and some<br \/>\nhouses were demolished.<\/span>\n<\/p>\n<p class=\"MsoNormal\">\n<span>According to the<br \/>\ninformation received, armed gangs in plain clothes and the Syrian forces,<br \/>\nnamely two brigades of the army (brigade 17 and brigade 4, under the control of<br \/>\nMaher al-Assad), fired live ammunition on demonstrators.<span>&nbsp; <\/span>and two officers and some soldiers refused to<br \/>\nfollow these orders and a number of them left the army to join civilians. The<br \/>\n&ldquo;moukhabarat&rdquo; (secret police) allegedly opened fire on 30 of these soldiers.<\/span>\n<\/p>\n<p class=\"MsoNormal\">\n<span>Between June 3 and<br \/>\nJune 6, at least 70 civilians died in the governorate of Idleb, according to<br \/>\nDCHRS, and between June 6 and June 10, 60 peaceful protesters died in Der<br \/>\nal-Zour, Maaret al-Noaman and Jisr al-Shoghour, according to eyewitnesses. It<br \/>\nwas also reported by local sources that about 2000 individuals are currently<br \/>\narbitrarily detained by Syrian forces in the region. The repression continues<br \/>\nto this day as the Syrian army has furthermore announced a larger and harsher<br \/>\nmilitary operation in the near future. The army justified this military<br \/>\noperation by asserting the presence of armed groups across the region who<br \/>\nsupposedly try to take control over the province.<\/span>\n<\/p>\n<p class=\"MsoNormal\">\n<span>The Syrian army<br \/>\ncurrently besieges at least four villages around the Turkish border (Jisr<br \/>\nal-Shoghour, Marat al-Nooman, Der al-Zour, and Jabel al-zawiya) and a few other<br \/>\ntowns across Syria. For more than ten days, some of these towns have had no<br \/>\naccess to water, electricity, nor medical supplies. Demonstrators are subjected<br \/>\nto constant acts of intimidation and threats, and wounded civilians are<br \/>\ndissuaded from requiring medical care in hospitals.<\/span>\n<\/p>\n<p class=\"MsoNormal\">\n<span>In some cases the<br \/>\nSyrian authorities refused humanitarian assistance to the wounded (including<br \/>\nmany children), and to other civilians in need of medical treatment. According<br \/>\nto the information received, hospitals around Idleb have notably witnessed<br \/>\nabductions of some of the wounded and some patients have been killed by gunshot<br \/>\nby the Syrian authorities while in their hospital bed.<\/span>\n<\/p>\n<p class=\"MsoNormal\">\n<span>FIDH recalls that<br \/>\nwhile the lives of thousands of civilians are endangered by this situation, the<br \/>\nSyrian authorities continue to refuse territorial access to independent human<br \/>\nrights NGOs as well as UN bodies and foreign journalists. This position seems<br \/>\nto merely aim at masking the grave human rights violations committed in Syria<br \/>\ntoday.<\/span>\n<\/p>\n<p class=\"MsoNormal\">\n<span>In light of the<br \/>\nabusive use of force and of the intensified crackdown by the Syrian authorities<br \/>\nsince March 15, FIDH and DCHRS consider that international crimes are being<br \/>\nperpetrated by the Syrian authorities. These crimes fall under the jurisdiction<br \/>\nof the International Criminal Court (ICC).
