The UN Security Council must take a stronger stand on
\nSyria <\/strong><\/a>\n<\/p>\n\nDear Ambassador\n<\/p>\n
\nAs leaders of 224 civil society organizations from 18
\ncountries across the Arab world, we call on members of United Nations Security
\nCouncil to support a resolution calling for the immediate end to the use of
\nlethal force against protestors in Syria.\n<\/p>\n
\nOver 1,000 civilians have been killed and 10,000 arrested in
\n16 Syrian cities. The lack of running water and electricity in towns such as
\nDerra and Homs has left innocent civilians, including many women and children,
\nwithout essential basic services. As the situation deteriorates further, the
\ncommunications blackout imposed since the 22nd of April prevents any objective
\nassessment of humanitarian needs.\n<\/p>\n
\nWe believe that the silence of the UN Security Council sends
\nthe wrong message and fails to deter further violence and human rights abuses
\nby the Syrian authorities. A resolution by the UN Security Council is needed to
\nmake clear that the current crackdown is unacceptable and in no way condoned by
\nthe community of nations.\n<\/p>\n
\nWe regret that, to date, the Security Council has been
\nunable to reach agreement on a resolution to support the thousands of Syrian
\ncivilians in desperate need of protection. We urge you to use your leadership
\nwithin the Council to ensure the UN lives up to its mandate by adopting a
\nresolution that:\n<\/p>\n
\n–
\n<\/span><\/span><\/span><\/span>Condemns the excessive
\nuse of lethal force <\/strong>against peaceful protestors in Syria.\n<\/p>\n\n–
\n<\/span><\/span><\/span><\/span>Demands a complete end
\nto violence <\/strong>and attacks against and abuses of civilians.\n<\/p>\n\n–
\n<\/span><\/span><\/span><\/span>Demands the Syrian
\nauthorities provide immediate access and guarantees for the provision of
\nhumanitarian assistance<\/strong>.\n<\/p>\n\n–
\n<\/span><\/span><\/span><\/span>Demands the Syrian
\nauthorities abide by International Humanitarian and Human Rights Law, including
\nrespect for freedom of association and expression <\/strong>and immediately lift
\nthe communications blackout.\n<\/p>\n\n–
\n<\/span><\/span><\/span><\/span>Supports all measures
\nauthorized by the UN Human Rights Council <\/strong>including an international
\ninvestigative mission (A\/HRC\/RES\/S-16\/1) for Syria.\n<\/p>\n\n \n<\/p>\n
\nThe people of Syria have already waited too long for a
\nresponse from the Council. The eyes of the world are now on the United Nations
\nto take a firm and strong position against a government deliberately using
\nlethal force against its own people.\n<\/p>\n
