Victims and witnesses interviewed by Human Rights<br \/>\nWatch described systematic killings, beatings, torture using electroshock<br \/>\ndevices, and detention of people seeking medical care.\n<\/p>\n<p class=\"MsoNormal\">\n&quot;For more than two months now, Syrian security forces<br \/>\nhave been killing and torturing their own people with complete impunity,&quot;<br \/>\nsaid Sarah Leah Whitson, Middle East director at Human Rights Watch. &quot;They<br \/>\nneed to stop &#8211; and if they don&#8217;t, it is the Security Council&#8217;s responsibility<br \/>\nto make sure that the people responsible face justice.&quot;\n<\/p>\n<p class=\"MsoNormal\">\nThe Syrian government should take immediate steps to halt<br \/>\nthe excessive use of lethal force by security forces, Human Rights Watch said.<br \/>\nThe United Nations Security Council should impose sanctions and press Syria for<br \/>\naccountability and, if it doesn&#8217;t respond adequately, refer Syria to the<br \/>\nInternational Criminal Court.\n<\/p>\n<p class=\"MsoNormal\">\nThe protests first broke out in Daraa in response to the<br \/>\ndetention and torture of 15 children accused of painting graffiti slogans<br \/>\ncalling for the government&#8217;s downfall. In response and since then, security<br \/>\nforces have repeatedly and systematically opened fire on overwhelmingly<br \/>\npeaceful demonstrators. The security forces have killed at least 418 people in<br \/>\nthe Daraa governorate alone, and more than 887 across Syria, according to local<br \/>\nactivists who have been maintaining a list of those killed. Exact numbers are<br \/>\nimpossible to verify.\n<\/p>\n<p class=\"MsoNormal\">\nWitnesses from Daraa interviewed by Human Rights Watch<br \/>\nprovided consistent accounts of security forces using lethal force against<br \/>\nprotesters and bystanders, in most cases without advance warning or any effort<br \/>\nto disperse the protesters by nonviolent means. Members of various branches of<br \/>\nthe <em>mukhabarat<\/em> (security services) and numerous snipers positioned on<br \/>\nrooftops deliberately targeted the protesters, and many of the victims had<br \/>\nlethal head, neck, and chest wounds. Human Rights Watch documented a number of<br \/>\ncases in which security forces participating in the operations against<br \/>\nprotesters in Daraa and other cities had received &quot;shoot-to-kill&quot;<br \/>\norders from their commanders.\n<\/p>\n<p class=\"MsoNormal\">\nSome of the deadliest incidents Human Rights Watch<br \/>\ndocumented include:\n<\/p>\n<ul style=\"margin-top: 0cm\">\n<li class=\"MsoNormal\">An<br \/>\n\tattack on al-Omari mosque, which served as a rallying point for protesters<br \/>\n\tand a makeshift hospital for the wounded protesters, and attacks on<br \/>\n\tensuing protests from March 23 to 25, killing more than 30 protesters;<\/li>\n<li class=\"MsoNormal\">Attacks<br \/>\n\ton demonstrators during two protests on April 8, resulting in at least 25<br \/>\n\tdeaths; <\/li>\n<li class=\"MsoNormal\">Attacks<br \/>\n\tduring a protest and a funeral procession in the town of Izraa on April 22<br \/>\n\tand 23, resulting in at least 34 deaths; <\/li>\n<li class=\"MsoNormal\">Killings<br \/>\n\tduring the blockade of Daraa and neighboring villages beginning on April<br \/>\n\t25, and during an effort by residents of neighboring towns to break the<br \/>\n\tsiege on April 29, which left up to 200 dead. <\/li>\n<\/ul>\n<p class=\"MsoNormal\">\nNine witnesses from the towns of Tafas, Tseel, and Sahem<br \/>\nal-Golan described to Human Rights Watch one of these attacks which happened on<br \/>\nApril 29, when thousands or people from towns surrounding Daraa attempted to<br \/>\nbreak the blockade on the city. Witnesses said that the security forces stopped<br \/>\nthe protesters who were trying to approach Daraa at a checkpoint near the<br \/>\nWestern entrance of Daraa city. One of the witnesses from the town of Tseel who<br \/>\nparticipated in the protest said:\n<\/p>\n<p class=\"MsoNormal\">\n&quot;We stopped there, waiting for more people to arrive.<br \/>\nWe held olive branches, and posters saying we want to bring food and water to<br \/>\nDaraa. We had canisters with water and food parcels with us. Eventually<br \/>\nthousands of people gathered on the road &#8211; the crowd stretched for some six<br \/>\nkilometers.\n<\/p>\n<p class=\"MsoNormal\">\n&quot;Then we started moving closer to the checkpoint. We<br \/>\nshouted &#8216;peaceful, peaceful,&#8217; and in response they opened fire. Security forces<br \/>\nwere everywhere, in the fields nearby, on a water tank behind the checkpoint,<br \/>\non the roof of a nearby factory, and in the trees, and the fire came from all<br \/>\nsides. People started running, falling, trying to carry the wounded away. Nine<br \/>\npeople from Tseel were wounded there and one of them died.&quot;\n<\/p>\n<p class=\"MsoNormal\">\nAnother witness, from Tafas, said:\n<\/p>\n<p class=\"MsoNormal\">\n&quot;There was no warning, no firing in the air. It was<br \/>\nsimply an ambush. There was gunfire from all sides, from automatic guns.<br \/>\nSecurity forces were positioned in the fields along the road, and on the roofs<br \/>\nof the buildings. They were deliberately targeting people. Most injuries were<br \/>\nin the head and chest.\n<\/p>\n<p class=\"MsoNormal\">\n&quot;Two men from Tafas were killed there: 22-year-old<br \/>\nMuhammad Aiman Baradan and 38-year-old Ziad Hreidin. Ziad stood next to me when<br \/>\na sniper bullet hit him in the head. He died on the spot. Altogether, 62 people<br \/>\nwere killed and more than a hundred wounded, I assisted with their<br \/>\ntransportation to Tafas hospital.&quot;\n<\/p>\n<p class=\"MsoNormal\">\nSyrian authorities repeatedly blamed the protesters in Daraa<br \/>\nfor initiating the violence and accused them of attacking security forces. All<br \/>\nof the testimony collected by Human Rights Watch indicates, however, that the<br \/>\nprotests were in most cases peaceful.\n<\/p>\n<p class=\"MsoNormal\">\nHuman Rights Watch documented several incidents in which, in<br \/>\nresponse to the killings of protesters, Daraa residents resorted to violence,<br \/>\nsetting cars and buildings on fire, and killing members of the security forces.<br \/>\nHuman Rights Watch said that such incidents should be further investigated, but<br \/>\nthat they by no means justify the massive and systematic use of lethal force<br \/>\nagainst the demonstrators.\n<\/p>\n<p class=\"MsoNormal\">\nSyrian authorities also routinely denied wounded protesters<br \/>\naccess to medical assistance by preventing ambulances from reaching the<br \/>\nwounded, and on several occasions opening fire on medical personnel or rescuers<br \/>\nwho tried to carrying the wounded away. Security forces took control of most of<br \/>\nthe hospitals in Daraa and detained the wounded who were brought in. As a<br \/>\nresult, many wounded people avoided the hospitals and were treated in makeshift<br \/>\nhospitals with limited facilities. In at least two cases documented by Human<br \/>\nRights Watch, people died because they were denied needed medical care.\n<\/p>\n<p class=\"MsoNormal\">\nWitnesses from Daraa and neighboring towns described to<br \/>\nHuman Rights Watch large-scale sweep operations by the security forces, who<br \/>\ndetained hundreds of people daily, as well as the targeted arrests of activists<br \/>\nand their family members. The detainees, many of them children, were held in<br \/>\nappalling conditions. All ex-detainees interviewed said that they, as well as<br \/>\nhundreds of others they saw in detention, had been subjected to torture,<br \/>\nincluding prolonged beatings with sticks, twisted wires, other devices, and<br \/>\nelectric shocks. Some were tortured on improvised metal and wooden<br \/>\n&quot;racks&quot; and, in at least one case documented by Human Rights Watch, a<br \/>\nmale detainee was raped with a baton.\n<\/p>\n<p class=\"MsoNormal\">\nTwo witnesses independently reported to Human Rights Watch<br \/>\nthe extrajudicial execution of detainees on May 1 at an ad hoc detention<br \/>\nfacility at a football field in Daraa. One of the detainees said the security<br \/>\nforces had executed 26 detainees; the other described a group of &quot;more than<br \/>\n20.&quot; Human Rights Watch has not been able to further corroborate these<br \/>\naccounts. However, the detailed information provided by two independent<br \/>\nwitnesses and the fact that other parts of their statements were fully<br \/>\ncorroborated by other witnesses supports the credibility of the allegations.\n<\/p>\n<p class=\"MsoNormal\">\nOn April 25, security forces began a large-scale military<br \/>\noperation in Daraa, imposing a blockade that lasted at least 11 days and was<br \/>\nthen extended to neighboring towns. Under the cover of heavy gunfire, security<br \/>\nforces occupied every neighborhood in the city, ordered people to remain<br \/>\nindoors, and opened fire on those who defied the ban. Witnesses said that Daraa<br \/>\nresidents experienced acute shortages of food, water, medicine, and other<br \/>\nnecessary supplies during the siege. The security forces shot out water tanks.<br \/>\nElectricity and all communications were cut off. Unable to bury or properly<br \/>\nstore the growing number of dead bodies, Daraa residents stored many of them in<br \/>\nmobile vegetable refrigerators that could run on diesel fuel.\n<\/p>\n<p class=\"MsoNormal\">\nSyrian authorities also imposed an information blockade on<br \/>\nDaraa. They prevented any independent observers from entering the town, and<br \/>\nshut down all means of communication. Security forces searched for and<br \/>\nconfiscated cellphones that contained footage of events in Daraa, and arrested<br \/>\nand tortured those whom they suspected of trying to get images or other<br \/>\ninformation out, including some foreign nationals. In some areas, electricity<br \/>\nand communications remain cut off.\n<\/p>\n<p class=\"MsoNormal\">\nHuman Rights Watch called on the Syrian government to halt<br \/>\nimmediately the use of excessive and lethal force by security forces against<br \/>\ndemonstrators and activists, release all arbitrarily arrested detainees, and<br \/>\nprovide human rights groups and journalists with immediate and unhindered access<br \/>\nto Daraa.
