class=\"MsoNormal\">\n<strong><span>&nbsp;<\/span>Guided by the<br \/>\nCharter of the United Nations and by General Assembly resolution 60\/251,<\/strong>\n<\/p>\n<p class=\"MsoNormal\">\nReaffirming the purposes and principles of the Charter of<br \/>\nthe United Nations, the Universal Declaration of Human Rights, and relevant<br \/>\ninternational human rights treaties, including the International Covenant on<br \/>\nCivil and Political Rights, and that all States are bound to promote and<br \/>\nprotect human rights and fundamental freedoms,<span>&nbsp;&nbsp;&nbsp;&nbsp; <\/span>Recalling Article 4 of the International<br \/>\nCovenant on Civil and Political Rights with respect to rights that may not be<br \/>\nderogated from under any circumstances, even in public emergency,<span>&nbsp;&nbsp;&nbsp; <\/span>\n<\/p>\n<p class=\"MsoNormal\">\nExpressing deep regret at the deaths of hundreds of people<br \/>\nin connection with the recent and ongoing political protests in Syria, and<br \/>\ngrave concern with respect to alleged deliberate killings, arrests, and<br \/>\ninstances of torture of peaceful protestors by the Syrian authorities,\n<\/p>\n<p class=\"MsoNormal\">\n<span>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; <\/span>Noting the<br \/>\nrecent statement made by the Secretary-General of the United Nations calling<br \/>\nfor an independent, transparent and effective investigation into the situation<br \/>\nin Syria,\n<\/p>\n<p class=\"MsoNormal\">\nNoting also the recent statements by United Nations High<br \/>\nCommissioner for Human Rights, and certain UN Special Rapporteurs with respect<br \/>\nto Syria which call for an end to killings, as well as for accountability,<br \/>\nprotection of human rights defenders and respect for freedom of expression,\n<\/p>\n<p class=\"MsoNormal\">\nFurther noting the stated intention of the Syrian Arab<br \/>\nRepublic to take steps for reform, and urging the Syrian Arab Republic to take<br \/>\nurgent and concrete measures to meet the legitimate demands of its people,<br \/>\nincluding by enlarging the scope of political participation and dialogue,<br \/>\nfollowing through on the abolition of the High State Security Court and the<br \/>\nlifting of measures restricting the exercise of fundamental freedoms,\n<\/p>\n<p class=\"MsoNormal\">\nReaffirming that all UN member states shall refrain in their<br \/>\ninternational relations from the threat or use of force against the territorial<br \/>\nintegrity or political independence of any state, or in any other manner<br \/>\ninconsistent with the Purposes of the United Nations,\n<\/p>\n<p style=\"text-indent: -0.25in\" class=\"MsoListParagraphCxSpFirst\">\n<span><span>1.<span style=\"font: 7pt 'Times New Roman'\">&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;<br \/>\n<\/span><\/span><\/span><span><\/span>Unequivocally condemns the<br \/>\nuse of lethal violence against peaceful protestors by the Syrian authorities<br \/>\nand the hindrance of access to medical treatment and urges the Syrian<br \/>\nGovernment to immediately put an end to all human rights violations, protect<br \/>\nits population, and respect fully all human rights and fundamental freedoms, including<br \/>\nfreedom of expression and freedom of assembly; further urges the authorities to<br \/>\nallow<span>&nbsp; <\/span>access to the Internet and<br \/>\ntelecommunications networks and to lift censorship on reporting, including by<br \/>\nallowing appropriate access by foreign journalists;\n<\/p>\n<p style=\"text-indent: -0.25in\" class=\"MsoListParagraphCxSpMiddle\">\n<span><span>2.<span style=\"font: 7pt 'Times New Roman'\">&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;<br \/>\n<\/span><\/span><\/span><span><\/span>Calls upon the Syrian<br \/>\nGovernment to immediately release all prisoners of conscience and arbitrarily<br \/>\ndetained persons, including those who were detained before the recent events,<br \/>\nas well as to immediately cease any intimidation, persecution and arbitrary<br \/>\narrests of individuals, including lawyers, human rights defenders and<br \/>\njournalists;\n<\/p>\n<p style=\"text-indent: -0.25in\" class=\"MsoListParagraphCxSpMiddle\">\n<span><span>3.<span style=\"font: 7pt 'Times New Roman'\">&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;<br \/>\n<\/span><\/span><\/span><span><\/span>Urges the Syrian<br \/>\nauthorities to refrain from any reprisals against people who have taken part in<br \/>\npeaceful demonstrations and to allow the provision of urgent assistance to<br \/>\nthose in need, including by guaranteeing appropriate access to human rights and<br \/>\nhumanitarian organizations;\n<\/p>\n<p style=\"text-indent: -0.25in\" class=\"MsoListParagraphCxSpMiddle\">\n<span><span>4.<span style=\"font: 7pt 'Times New Roman'\">&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;<br \/>\n<\/span><\/span><\/span><span><\/span>Stresses the need for the<br \/>\nSyrian authorities to launch a credible and impartial investigation in<br \/>\naccordance with international standards and to prosecute those responsible for<br \/>\nattacks on peaceful protestors in the Syrian Arab Republic, including by forces<br \/>\nunder Government control;\n<\/p>\n<p style=\"text-indent: -0.25in\" class=\"MsoListParagraphCxSpMiddle\">\n<span><span>5.<span style=\"font: 7pt 'Times New Roman'\">&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;<br \/>\n<\/span><\/span><\/span><span><\/span>Urges the Syrian<br \/>\nauthorities to enlarge the scope of political participation aimed at ensuring<br \/>\ncivil liberties and enhancing social justice;\n<\/p>\n<p style=\"text-indent: -0.25in\" class=\"MsoListParagraphCxSpMiddle\">\n<span><span>6.<span style=\"font: 7pt 'Times New Roman'\">&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;<br \/>\n<\/span><\/span><\/span><span><\/span>Encourages relevant<br \/>\nthematic special-procedures mandate holders, within their respective mandates,<br \/>\nto pay particular attention to the human rights situation in Syria, and urges<br \/>\nSyrian authorities to cooperate with these thematic mandate-holders, including<br \/>\nby allowing country visits;\n<\/p>\n<p style=\"text-indent: -0.25in\" class=\"MsoListParagraphCxSpMiddle\">\n<span><span>7.<span style=\"font: 7pt 'Times New Roman'\">&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;<br \/>\n<\/span><\/span><\/span><span><\/span>Requests the Office of the<br \/>\nHigh Commissioner for Human Rights to urgently dispatch a mission to the Syrian<br \/>\nArab Republic to investigate all alleged violations of international human<br \/>\nrights law and to establish the facts and circumstances of such violations and<br \/>\nof the crimes perpetrated, with a view to avoiding impunity and ensuring full<br \/>\naccountability, and to provide a preliminary report and oral update on the<br \/>\nsituation of human rights in the Syrian Arab Republic to the Council at its<br \/>\nseventeenth session, and to submit a follow-up report to the Council at its<br \/>\neighteenth session, and further requests the High Commissioner to organize an<br \/>\ninteractive dialogue on the situation of human rights in the Syrian Arab<br \/>\nRepublic during the eighteenth session of the Council;\n<\/p>\n<p style=\"text-indent: -0.25in\" class=\"MsoListParagraphCxSpMiddle\">\n<span><span>8.<span style=\"font: 7pt 'Times New Roman'\">&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;<br \/>\n<\/span><\/span><\/span><span><\/span>Calls upon the Syrian<br \/>\nGovernment to cooperate fully with and grant access to personnel from the<br \/>\nmission dispatched by the Office of the High Commissioner for Human Rights;\n<\/p>\n<p style=\"text-indent: -0.25in\" class=\"MsoListParagraphCxSpMiddle\">\n<span><span>9.<span style=\"font: 7pt
