DAMASCUS – The United Nations Special Rapporteur
on the right to food, Olivier De Schutter, estimates that between two to three
million people may be considered food insecure in Syria following four years of
severe drought in the north-eastern part of the country.
“Syria faces huge challenges, both because of climate change and the large
influx of Iraqi refugees and the occupation of the Golan,” said the independent
expert, while acknowledging the efforts of the Government of Syria in seeking
to provide food security to its population by subsidizing basic food items and
supporting its agricultural sector.

The Jury of the
Martin Ennals Award for Human Rights Defenders (MEA), meeting in Geneva,
announces its Laureate for 2010
Muhannad Al-Hassani, a Syrian lawyer who has bravely defended human rights and
challenged the oppressive legal framework imposed by the Syrian government. He
is the President of the Syrian Organization for Human Rights (Swasiya), a
leading human rights organisation that has been denied official registration by
the Syrian authorities for the past six years.

Introduction
Since March 8th 1963, Syria has been ruled under a state of
emergency imposed by a military order upon the basis of the Law of Emergency
although the procedures dictated by this law have not been followed.1 This law
and in particular its articles 4 and 5 involves restrictions on a wide range of
human rights which ought to be respected like freedom of individuals in
assembly, residence and movement. It additionally violates the right to privacy
and permits seizure of properties .
